Darryl Earnest, Program Director

Darryl served as the Deputy Administrator for the U.S. Department of Agriculture (USDA) Agricultural Marketing Service (AMS) – Cotton and Tobacco Program (C&T) for 18 years and retired from the USDA in 2023 after 33 years of service. During his career, he was instrumental in the technological evolution of the U.S. cotton classification and standardization systems. Darryl is an engineer by degree and led many key innovations in cotton testing over the years. He is considered an international expert and leader in cotton testing methodologies, standardization, operational flow and efficiencies, and organizational management. He brings extensive knowledge and experience working in both the U.S. and international arenas.
